Overview

The Town and Country Planning Department with its Headquarters at Panaji is having two District level offices, one at Mapusa having jurisdiction over North Goa District and another at Margao having jurisdiction over South Goa District. Also there are seven Taluka level offices at Taluka Headquarters of Tiswadi, Pernem, Bicholim, Ponda, Mormugao, Quepem and Canacona.

The Department plays a vital role in guiding physical development in planned manner through Regional Plan, issues Technical clearances through District/Taluka Level offices under the Goa Land Development and Building Construction Regulations, 2010 from planning point of view for development proposals excluding for planning areas, issues permission u/s 17A of the Goa Town and Country Planning Act, 1974 for cutting of hilly land and filling of low lying land. The Department through District/Taluka offices also submits reports u/s 32 of Land Revenue Code, 1968 in respect of applications received for conversion of use of land from the Deputy Collectors/Collectors.

The Planning and Development Authorities have been constituted for effective implementation of Town and Country Planning Act and preparation of Outline Development Plans. At present,  six planning areas have been notified.  The North Goa PDA is having jurisdiction over Panaji Planning Area, Mapusa Planning Area and Calangute-Candolim Planning Area.  The South Goa PDA is having jurisdiction over Margao Planning Area and Ponda Planning Area and the Mormugao PDA having its jurisdiction over  Vasco-da-Gama Planning Area and Sancoale Planning Area.
